The hub is a read/cache/index layer that rebuilds from files. **File location:** `workplans/ADAPTIVE-WP-NNNN-.md` **Archived location:** finished workplans may move to `workplans/archived/YYMMDD-ADAPTIVE-WP-NNNN-.md`.
