tegwick	707620adfb	Wire workplans to state-hub: topic, 4 workstreams, 29 tasks (UUIDs in frontmatter + task blocks) ... Created topic citation_evidence_mvp (96fa8e80-…) and one workstream per workplan under the citation-evidence repo. Created one state-hub task per task block. All UUIDs now recorded in workplan frontmatter (state_hub_workstream_id) and per task block (state_hub_task_id) so ralph can call update_task_status against them on first run.
