pilot roster, hourly ActivityDefinition copies, and bootstrap log after schedule

+- State-hub API/MCP → `state-hub` / `the-custodian`
+- reuse-surface CLI and federation hub → `reuse-surface`
+- Target repo `.kaizen/` state → each fleet repo checkout
