Operator override per ADR-003 closes the stabilize observation window
early (day 2/14) and promotes all four loops to weekly Mon crons.
Activity definitions renamed coulomb-daily-* → coulomb-weekly-*;
cadence.yml, dashboard, SCOPE, and health records updated.

and cross-references. Old hourly definitions disabled on activity-core sync.

ACTIVITY-WP-0011 event-payload resolver unblocked the reactive path. Live NATS
smoke confirmed tasks_spawned=1 for low-success-rate-review. Promoted sweep from
hourly bootstrap to daily backup (disabled); cadence.yml now in stabilize phase.
Document event payload contract, draft disabled ActivityDefinitions for
CI/regulator/registry hygiene, initialize loop health snapshots and
regulator dashboard, record DEC-005 kaizen-stack promotion, and close
supplier-independent workplan tasks.
Align coulomb ActivityDefinition rules with activity-core path syntax
(context.p.* / {context.p.*}). Enable hourly-metrics-optimize and
hourly-coach-orientation; record first E2E cycle in bootstrap-log.
Register with state-hub, accept DEC-001–004 and ADR-004 rotation policy, scaffold
pilot roster, hourly ActivityDefinition copies, and bootstrap log after schedule
init on three custodian pilot repos.
