2bdcb6830d bootstrap: fix rule syntax, enable metrics+coach definitions 
Align coulomb ActivityDefinition rules with activity-core path syntax
(context.p.* / {context.p.*}). Enable hourly-metrics-optimize and
hourly-coach-orientation; record first E2E cycle in bootstrap-log.

18ec8e2bbe Complete activity-core handoff for kaizen resolver bootstrap. 
Point ActivityDefinitions at kaizen source type, record dry-run success in
bootstrap log, and close LOOP-WP-0001 T05 after resolver implementation.

e783dc9a2b Bootstrap coulomb-loop engagement: governance, loops, and activity definitions. 
Register with state-hub, accept DEC-001–004 and ADR-004 rotation policy, scaffold
pilot roster, hourly ActivityDefinition copies, and bootstrap log after schedule
init on three custodian pilot repos.
