tegwick 7c0f8a9a08 fix(workplans): repair stale State Hub binding IDs for DISCTL-WP-0001..0003 ...

Workplan files referenced workstream and task UUIDs that did not exist in the
hub DB, so fix-consistency could not sync finished status after completion on
2026-07-07. Point bindings at the real records so hub and files stay aligned.
