Result 2026-06-24: Added `registry/indexes/domain-tree.yaml` (`domain-tree.v0.1`) with
the Coulomb tree root, 14 active State Hub domains, and 14 active topics (including 6
under `infotech`: custodian, inter_hub, stack, helix-forge, canon, citation_evidence_mvp).

Define `registry/indexes/domain-tree.yaml` structure and seed entries for active infotech domains.
