f27e1551c9 Normalize agent instructions and workplan frontmatter (STATE-WP-0067)

- Align agent files with on-disk workplan prefixes (infer from workplan ids)
- Set workplan domain to registered domain_slug; add topic_slug where applicable
- Repair frontmatter delimiter formatting; migrate legacy task status literals
- Regenerate AGENTS.md, CLAUDE.md, and .claude/rules from State Hub templates

c560e541c7 feat(T02-T11): IHF Phase 1 schema, controllers, views, and helpers 
- Schema: hubs, widgets, widget_versions, interaction_events (append-only
  trigger), annotations, users — single migration file
- Web layer: Types, Routes, FrontController with auth + AutoRefresh layout
- Controllers: Hubs (CRUD), Widgets (CRUD + versioning), InteractionEvents
  (JSON capture, canonical event_type validation), Annotations (threaded,
  append-only)
- Sessions controller for IHP auth
- Views: Hubs (index/show/new/edit), Widgets (index/show/new/edit),
  Annotations (index/new), Sessions (login)
- widgetEnvelope helper with full data-* governance attributes
- Integration tests: Hub CRUD, Widget versioning, event capture, append-only
  guard, annotation threading, validation

8b6ce5bbc8 docs: add specification, reference docs, workplan, and agent guidance 
Adds all Phase 0 content that was created but never committed:
- CLAUDE.md and SCOPE.md — agent and developer orientation
- specs/TailwindForInteractionHubs_v0.2.md — IHF Tailwind coding guide
- docs/ — five IHP v1.5 reference guides (overview, data, controllers, realtime, ihf-mapping)
- workplans/IHUB-WP-0001 — Phase 1 implementation plan (12 tasks, state-hub synced)
