plan: add WP-0005 adoption polish and fleet parity (v1.2.0)
Draft workplan with 16 tasks across publish verification, install doc sync, packaged agent parity, CI hardening, and ecosystem handoff. Refresh TODO.md and SCOPE.md; register State Hub workstream.
