+
+## Purpose
+
+Establish `kontextual-engine` as a properly scoped, State Hub connected
+successor repo before implementation begins.
+
+## F1.1 - Register repo with State Hub
+

+Create or verify the State Hub repo record for `kontextual-engine` in the

+
