At times the claude agent does not use tooling that is provided in the repo but starts to implement or solve stuff we provided before.

I did some research for how to address this with Tools for the agent. Please use this information to build a agent-tooling-improvement agent. It should be able to scan for tools in the repo and look at coding sessions retrospectively to identify, where we missed existing tooling and optimize the agent priming we use.
