Deploy state-hub:f2e042a to coulombcore cluster.

Browse Source 
Pin helm handoff and Makefile defaults to the f2e042a image after build,
push, CNPG migration, and helm upgrade. Cluster is primary again via
state-hub-primary tunnel.
