fix(workplans): resolve duplicate CUST-WP-0010 id collision

Browse Source 
Renumber the later domain-and-repo-goals plan to CUST-WP-0010b, following
the established 0000b suffix pattern. Lifecycle documentation keeps the
original CUST-WP-0010 id and filename.
