Finish CUST-WP-0014: mark all tasks done and archive workplan

Implementation lives in state-hub; close the tracking workplan with all six
tasks marked done and move it to archived/260708.

2026-06-27 stabilization note: this workplan was previously marked `done` even
though all task blocks remained `todo`. It has been reopened as `backlog` so the
State Hub read model reflects the actual remaining sync-health work without
adding it to the current execution queue.
2026-07-08 completion note: all six tasks were implemented in the extracted
`state-hub` repo (`/home/worsch/state-hub`). Periodic sync runs via activity-core
on Railiance01 (STATE-WP-0064); local systemd timer retired. Post-commit hooks
use `statehub fix-consistency` with Make fallback. Dispatch endpoint ships as
`active_workplans` (plus scope health and interface-change extensions from later
workplans); `workplan_file` per workstream remains a stretch goal.
