tegwick	ad3024e55f	feat(workplan): CUST-WP-0026 — distributed consistency for multi-machine state sync ... Addresses false status regressions when work progresses on CoulombCore via ops-bridge but local workplan files are stale. Three-layer fix: T01 no-regress rule (C-13), T02 pull gate (C-14), T03 DB→file writeback. Plus session protocol update and fix-consistency-remote Makefile target.
