tegwick 498b7aa9a5 Promote vergabe-teilnahme capability after SCOPE.md fill-in (T05 entry 2).

SCOPE.md was already filled; update the registry entry to D3/A1/C1/R1,
document issue-core and whynot-design relations, and align the index vector
with the authored scope and wiki evidence.

Capability Registry

Markdown-first capability index for federation and reuse planning.

Authoring

Copy a capability entry template (see reuse-surface templates/capability-entry.template.md).
Add the row to indexes/capabilities.yaml.
Run reuse-surface validate from a checkout with the CLI installed.
Merge to main and verify publish with reuse-surface establish --publish-check.
