Add CWORK-WP-0001-intent-placeholder.md so consistency sweeps pass C-01 while this repo remains
INTENT-only. Implementation stays in citation-evidence until extraction.
Hub workstream id is written in frontmatter from fix-consistency.
Per-session ralph state and machine-local Claude settings shouldn't be
committed. Shared Claude config under .claude/ (commands, agents) stays
tracked.

Code lives upstream in citation-evidence/src/work/ during the MVP.
README documents that, points at SharedContracts.md, and reiterates
the no-import-from-binder rule from the dependency map.

Documents the umbrella-first MVP decision (2026-05-24). This repo remains
INTENT-only until the review workspace UX stabilizes through real product
use. Reconciles the original evidence-state vocabulary: strong-support /
weak-support / contradicts now live on EvidenceLink.relation per umbrella
SharedContracts §2.5. Reaffirms: work depends on engine + anchor + source,
not on binder — review workspace must function without form binding.
