27e05552a2 Complete LOOP-WP-0005: DEC-008 weekly operate promotion 
Operator override per ADR-003 closes the stabilize observation window
early (day 2/14) and promotes all four loops to weekly Mon crons.
Activity definitions renamed coulomb-daily-* → coulomb-weekly-*;
cadence.yml, dashboard, SCOPE, and health records updated.
activity-core definition sync still required on operator side.

Bootstrap sprint complete; daily defs active. Start 14-day ADR-003 observation
window (review 2026-07-02). Refresh regulator dashboard and SCOPE current state.

Register with state-hub, accept DEC-001–004 and ADR-004 rotation policy, scaffold
pilot roster, hourly ActivityDefinition copies, and bootstrap log after schedule
init on three custodian pilot repos.
