feat(registry): seed domain-tree index foundation (DOMAIN-WP-0002)

Add registry/indexes/domain-tree.yaml (domain-tree.v0.1) with the Coulomb
domain tree aligned to State Hub: 14 active domains and 14 topics, including
six infotech topics. Mark DOMAIN-WP-0002 finished.
