section, rotation rules, and prohibited patterns (OpenBao-as-PDP,
tenant platform-root)

flex-auth/Topaz implications, Coulomb onboarding path, and a

- NK-WP-0004/0005: document bootstrap-to-OpenBao handoff boundary
