Repo hygiene: fill stack-and-commands, normalize workplan statuses

- Fill .claude/rules/stack-and-commands.md (was an empty TODO template)
- Normalize workplan frontmatter statuses to canonical vocabulary
  (completed/done -> finished) per ADR-001
