tegwick 98e991b49f fix(template): use reliable workplan discovery in step 2 ...

Glob with pattern 'workplans/*.md' from repo root fails silently.
Changed instruction to Glob(pattern="**/*.md", path="workplans/")
with Bash ls as fallback.
